A Rochester City Court judge, a Brighton town justice, the mayor of Rochester, two Rochester City School District officials, and a Monroe County prosecutor will participate in a panel discussion and program addressing the mass incarceration of young African American men. The program will focus on issues raised in the book, "The New Jim Crow," by Michelle Alexander.
