Rochester Mayor Tom Richards will conduct the fourth and final Voice of the Citizen — Budgeting for Public Safety forum from 6 p.m. to 8 p.m. on Monday, September 16, at the Carter Street Community Center, 500 Carter Street in the city’s northeast quadrant.
The city has set aside $200,000 in the fiscal year 2013 to 2014 budget for “citizen budgeting,” a process that will allow residents to transform their ideas into projects or investments aimed at improving public safety in neighborhoods. Christine Carrie Fien
The Monroe County Industrial Development Agency will meet at noon on Tuesday to tackle a busy agenda. Among the items: exemptions for two E.J. Del Monte Corp. hotel projects.
For one of the projects, the company will invest $2.4 million to convert an existing Courtyard by Marriott hotel on Paddy Creek Circle in Greece to a Fairfield Inn by Marriott. E.J. Del Monte Corp. is seeking sales tax exemptions that’ll amount to $122,048 and plans to create the equivalent of three full-time jobs. A public hearing on the application is scheduled for 10 a.m. on Monday, September 16, at Greece Town Hall, 1 Vince Tofany Boulevard.
E.J. Del Monte Corp. is also seeking tax exemptions for its $18 million Hilton Garden Inn at College Town in the city. A payment-in-lieu-of-taxes agreement for the project was approved in February, but the company is seeking additional sales and mortgage tax exemptions worth $831,200. The company estimates that it’ll create the equivalent of 50 jobs. COMIDA will hold a public hearing on the application at 11:30 a.m. on Tuesday, September 17, in the Watts Conference Center, 49 South Fitzhugh Street.
The COMIDA board meets in the Watts Conference Center, too. Its Tuesday agenda also includes incentive applications from NOHMS Technology, a lithium battery development company based at Eastman Business Park; High Falls Operating Company LLC, the North American Breweries subsidiary that operates the Genesee brewery; and Fee Brothers, which makes cocktail mixes, bitters, and botanical waters.
[UPDATE, SEPTEMBER 17] The Village of Pittsford has canceled Wednesday night’s public hearing.
Original post: At 7 p.m. on Wednesday, the Village of Pittsford Board of Trustees will hold a public hearing regarding the village planning board’s site plan approval for the 75 Monroe Avenue project. The hearing will take place in the auditorium at Pittsford Sutherland High School, 55 Sutherland Street.
The hearing will focus on an appeal of the decision, filed by project opponents. The village has a unique law on the books that lets residents and “any applicant or interested person” appeal planning board decisions to the Board of Trustees. That’s what’s happening here, and the public hearing is part of that process.
The project developer is suing to get that law thrown out, and the case is pending in court.
A Mark IV Enterprises subsidiary wants to build a 167-unit apartment complex with a restaurant and publicly accessible waterfront. The project site borders the Erie Canal. Jeremy Moule

It is difficult to understand and at the same time frustrating, for me,that after countless reviews of the recent, infamous You-Tube Video of the unfortunate incident between a Rochester Resident and the Rochester Police Department (RPD); that this incident is still being brought into the “lime light” by the NAACP and more recently Rochester City Council (RCC). This past week RCC questioned, in a public forum, Police Chief James Sheppard and his officer’s actions or behavior for the method through which his officer arrested the Rochester Resident. As well, City Council is also questioning Sheppard’s ” insensitivity ” to the event and his responces to the public over the last couple of weeks.
Granted the review process by the Mayor, RCC, civilian and police internal are needed to be fair and impartial to the police officer, at the scene, that made the arrest. Perhaps even Chief Jim Sheppard’s future with the RPD. The review process will certainly generate and then recommend praise or punishment for both Police Officer and Department Chief.
In my opinion the video clearly demonstrates a very uncooperative citizen with total disregard and lack of respect for anything or anyone at the scene that day. Clearly, she did not follow any of the officer’s commands to comply and submit to being hand-cuffed. Also, she punched the police officer before the video process began and also threatened the officer with pepper spray.
It is also documented in the video that the police officer did not punch the woman in the back of the head but rather using a semi-opened fist hand slapping the person in the back of the head. The officer then took the resident to the ground to be hand-cuffed. The police officer showed extreme restraint and followed Rochester Police Procedure in every possible way.
As reported by the Democrat and Chronicle: ” While inside a patrol car just after the altercation, Hardaway repeatedly threatened to harm the involved police officers and used profanity, court documents allege. She also allegedly kicked the interior of the patrol car, spit inside the car and admitted she hit an officer to prevent him from arresting her brother. She’s also accused of wielding a can of pepper spray “.
” Hardaway is facing a six-count indictment, which includes two felonies — second-degree assault and attempted obstructing governmental administration by means of self-defense spray device. She is also charged with second-degree obstructing governmental administration, unlawfully possessing or selling noxious material, third-degree menacing and resisting arrest, all misdemeanors, according to the Monroe County District Attorney’s Office. Her brother, Romengeno, was charged last week with disorderly conduct and resisting arrest and was released “.
Hardaway has been arrested, charged and indicted by a Monroe County Grand Jury of her piers for several counts but the NAACP is still asking for Chief Sheppard’s resignation and punishment for the arresting officer. Please help me to understand why the NAACP is asking for Sheppard’s resignation ?
I have met Jim Sheppard and found him to be one of the best Police Chief’s in the history of Law Enforcement in Rochester, NY. Jim worked his way from the ” bottom to the top ” of police ranks by reaching out to the community; by involving people in their own specific community problems; by providing solutions to take back their streets in positive ways while working with the Rochester Police Department; by helping to create a new downtown police headquarters as per the Mayor of Rochester’s wishes; and countless other efforts to include and reach out to the community.
What are the issues with the NAACP ? Why are the NAACP trying to continue to embarrass the Rochester Police Dept. and undo any positive progress made to date ? Why was I taught to respect and follow commands / directions by any police officer and why wasn’t Hardaway ?
When is the day that our Rochester Community will work with police instead of against police ?
